The Water Department is seeking a highly motivated IT Business Planner II to support the Water IT Section. This key position oversees the administration of the Utility’s technology contract portfolio and plays an integral role in planning, monitoring, and managing the section's $24.03 million operating budget. The ideal candidate will bring strong expertise in contract administration, financial analysis, and executive-level communication to help advance critical technology initiatives that support the City's water utility.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, Computer Science, Engineering, Management Information Systems, or a related field
- Four (4) years of contract administration, procurement, and business/financial analysis related to information technology
- Valid Driver’s License
Preferred Qualifications:
- Contract lifecycle management and vendor performance oversight
- Budget analysis, financial reporting, and expenditure management
- Procurement, contract compliance, and audit support
The IT Business Planner II job responsibilities include:
- Drive the full lifecycle of Water IT contracts by leading the development, review, negotiation, and execution of contracts, renewals, and statements of work that support critical technology initiatives
- Manage the administration of active Water IT contracts by monitoring vendor performance, tracking deliverables, ensuring compliance with contractual obligations, and fostering strong vendor partnerships
- Strengthen operational accountability by overseeing contract documentation, monitoring compliance with policies and procedures, maintaining accurate records, and ensuring the integrity of financial transactions
- Oversight of the Water IT annual operating budget, monitoring expenditures across the division's $24.03 million budget. Analyze spending trends, validate purchase requests, review revenues and account balances, and help ensure sound financial stewardship
- Develop executive-level communications, including Mayor and Council agenda materials, briefing documents, and supporting analyses related to Water IT contracts, budget initiatives, and strategic technology investments
- Serve as a trusted resource for Water IT leadership by providing administrative and analytical support for information requests, year-end vendor reporting, audits, and key departmental initiatives that advance organizational goals
